DM ने बैठक ले विभागों की समीक्षा की वहीं समयबद्ध कार्य न होने पर कड़ी कार्रवाई की चेतावनी दी।
मसूरी : नगर पालिका सभागार में जिलाधिकारी की अध्यक्षता में विभागीय समीक्षा बैठक जिलाधिकारी सी रविशंकर ने विभागों को निर्देश दिए कि वह किसी भी कार्य में लापरवाही न बरतें अगर ऐसा किया गया तो लापरवाही बरतने वाले विभागों पर कड़ी कार्रवाई की जायेगी। इसे कतई बर्दास्त नहीं किया जायेगा।
पालिका सभागार में जिलाधिकारी के आने पर पालिकाध्यक्ष अनुज गुप्ता ने उनका स्वागत किया। बैठक में जिलाधिकारी ने सर्वप्रथम लोक निर्माण विभाग के अधिकारियों से गुणवत्ता का विशेष ध्यान रखने को कहा। व साथ ही यह भी कहाकि विभाग के कार्य में गुणवत्ता को लेकर शिकायतें आ रही हैं। जिलाधिकारी को लोक निर्माण विभाग के सहायक अभियंता जेएस चैहान ने बताया कि मसूरी क्षेत्र के लिए छह करोड़ 40 लाख के प्रस्ताव शासन को भेजे गये हैं जिसमें सड़कों की मरम्मत, पुश्ते, पैराफिट आदि कार्य हैं। जिलाधिकारी सी रविशंकर ने विभाग के अधिकारियों को चेताया कि किसी भी कीमत पर कार्य में कोताही न बरतें। विभागीय अधिकारियों ने विभाग के पास धन की कमी के कारण कार्य मे विलब की बात कही। जिलाधिकारी ने कहा कि 31 मार्च तक सभी कार्य हर हाल में पूरे कर लिए जाय। अगर नहीं होगा तो कार्रवाई की जायेगी।जिलाधिकारी ने रोडो पर मलवा डालने व निर्माण सामग्री डालने पर भी कड़ी आपत्ति की व कहा कि 31जनवरी तक सभी मार्गों से मलवा व निर्माण सामग्री हटवा दी जाय। स्नोफॉल के दौरान सभी विभागों की लापरवाही पर जिलाधिकारी ने लताड़ लगाई व कहा कि चाहे लोनिवि हो या प्रशासन, या अन्य संबंधित विभाग सभी की शिकायतें आई है तथा इस दौरान मिस मैनेजमेंट व लापरवाही की बात सामने आई है। हालांकि बाद में विभागों ने मेहनत की है लेकिन किसी की भी तैयारी नहीं थी। उन्होंने कहा कि कही जेसीबी खराब मिली, किसी का डीजल समाप्त मिला। उन्होंने पुलिस विभाग को कहाकि वह स्काई लाइट का प्रस्ताव भेंजे वह आपदा के मद में से लाइट दिलायेंगे।उन्होंने यह भी निर्देश दिए कि भविष्य में स्नोफाल के दौरान जहां अधिक समस्या रहती है वह स्थान चिन्हित करें व वहां पर पर्याप्त व्यवस्था रखें वहीं एसडीआरएफ की भी मौके पर तैनाती की जाय। वहीं उन्होंने कहा कि स्नोकटर व रोबोट की भी व्यवस्था करें। उन्होंने एनएच से भी कार्य में लापरवाही न बरतने के निर्देश दिए। उन्होंने सभी संबंधित विभागों से अपने वाहनों में चेन लगाने के निर्देश दिए व कहा कि इसके लिए उनके स्तर से सभी विभागों को निर्देशित किया गया है वहीं ऐसे मौको पर फंसे यात्रियों के लिए चायपानी व खाने की व्यवस्था भी की जाय। बैठक में जिलाधिकारी ने पेयजल निर्माण निगम को भी आडे़ हाथों लिया व कहा किवह कार्य में धीमी गति को छोड़ तेजी से कार्य करें व जो समस्याएं है उसका समाधान करें। उन्होंने लोक निर्माण विभाग व पेजयल निर्माण निगम को आपस में तालमेल बना कर समस्याओं के समाधान का प्रयास करने के निर्देश दिए। इस मौके पर लंढौर क्षेत्र में पानी की किल्लत पर कहा कि वहां के लिए जेनरेटर या पानी को रिजर्व करने की व्यवस्था की जाय ताकि जरूरत पड़ने पर पानी की आपूर्ति बाधित न हो सके। वहीँ जल संस्थान के अधिकारियों ने अपने सभी जलाशयों के बारे में विस्तार से जानकारी दी। इस मौके पर यमुना से बनने वाली पेयजल योजना पर पेयजल निगम के अधिकारियों ने कहा कि गन हिल पर दुकाने बनी है जिन्हें हटाना होगा। इस पर जलसंस्थान के अधिकारियों ने कहा कि वहां पर 65 दुकाने है जिनसे पहले कर लिया जाता था लेकिन विगत कई वर्षो से यह नहीं लिया जा रहा है। इस पर जिलाधिकारी ने एसडीएम को निर्देश दिए किवह वहां से अतिक्रमण हो हटाये ताकि योजना का कार्य बाधित न हो। वहीं दुकानदारों के साथ जनप्रतिनिधियों की मौजूदगी में बैठक कर समस्या का समाधान करें। वहीं योजना में टिहरी गढवाल के गांव भेडियान के लोगों ने भी कुछ समस्या रखी है इस पर पालिकाध्यक्ष के साथ बैठक करने को कहा गया है। बैठक में बिजली विभाग को कहा गया कि जहां भी रोड पर बिजली के पोल आये है उन्हें हटाने के लिए संबंधित विभाग से बात कर उन्हें हटाया जाय ताकि परेशानी न हो वहीं लाइब्रेरी में बोटल नेक को खोलने के लिए एसडीएम को निर्देश दिए की वह वहां के लोगो के साथ वार्ता कर बोटल नेक को खोलने का प्रयास करें। बैठक में सीवर की समस्या पालिकाध्यक्ष अनुज गुप्ता ने उठाई व कहा कि सीवर कई स्थानेां पर बह रहा है लेकिन कोई भी विभाग जिम्मेदारी लेने को तैयार नहीं है। जल सस्थान पेयजल निर्माण निगम को दोषी मानता है और पेयजल निर्माण निगम जल संस्थान को दोषी मानता है। बैठक में जिलाधिकारी ने साफ कहा कि मसूरी में भी ऋषिकेश की तर्ज पर हर माह बैठक की जायेगी ताकि समस्याओं का एक सिरे से समाधान हो सके। उन्होंने अधिकारियों को साफ कहा कि जो बैठक में तय हुआ है उस पर समयबद्ध तरीके से कार्य किया जाय। इस मौके पर सीओ एएस रावत, डीएफओ कहकशां नसीम, पालिका ईओ रमेश बिष्ट, भाजपा मसूरी मंडल अध्यक्ष मोहन पेटवाल, एसडीएम वरूण चैधरी, सभासद गीता कुमाई, जसबीर कौर, मनीषा खरोला, प्रताप पंवार, जसोदा शर्मा, कुलदीप रौंछेला, सुरेश थपलियाल, जगजीत कुकरेजा, सुरेश गोयल, पेयजल निर्माण निगम ईई सुभाष चंद्रा, खंड शिक्षा अधिकारी पंकज शर्मा, जलसंस्थान के ईई एसके सैनी, बिजली विभाग के एसडीओ पंकज थपलियाल, सहित विभिन्न विभागों के अधिकारी मौजूद रहे।
