मुख्य सचिव ने सीएम हेल्पलाइन के अंतर्गत शिकायतों के निस्तारण के सम्बन्ध में अधिकारियों को दिए निर्देश।

देहरादून : मुख्य सचिव डॉ. एस.एस. संधु ने सोमवार को सचिवालय में सीएम हेल्पलाइन के अंतर्गत शिकायतों के निस्तारण के सम्बन्ध में अधिकारियों के साथ बैठक की। मुख्य सचिव ने कहा कि सीएम हेल्पलाइन का उद्देश्य आमजन को समस्याओं को दूर करना है। यदि निर्धारित समय के अंदर आम नागरिकों की वास्तविक शिकायतों को दूर नहीं किया जा सके तो इतने बड़े सिस्टम का क्या फायदा। उन्होंने कहा कि जो इस सिस्टम से जुड़ा है प्रतिदिन पोर्टल या अन्य माध्यमों से प्राप्त शिकायतों के निस्तारण के लिए कार्य करेंगे तो सभी समस्याएं हल हो जाएंगी।
मुख्य सचिव ने कहा कि जब तक शिकायतकर्ता संतुष्ट नहीं हो जाता, शिकायत को निस्तारित नहीं माना जायेगा। उन्होंने सभी अधिकारियों को निर्देश दिए कि L3 लेवल में विभागाध्यक्ष को शामिल नहीं किया गया है, वे विभाग विभागाध्यक्ष को इसमें जरूर शामिल कर लें, साथ ही जहां L1 से L4 तक लेवल में कहीं भी कोई परिवर्तन करने की आवश्यकता है, तो अगले एक सप्ताह में कर लिया जाए। मुख्य सचिव ने शिकायतों के निस्तारण में स्पेशल क्लोज कैटेगरी का भी निरन्तर समीक्षा किए जाने के निर्देश दिए, कहा कि वास्तविक शिकायतों को स्पेशल क्लोज न किया जाए।
मुख्य सचिव ने कहा कि अधिकारी यह भी देखना सुनिश्चित करें कि किस प्रकार की शिकायतें लगातार आ रही हैं, उनकी श्रेणी तय कर लें। यदि एक प्रकार की शिकायतें लगातार आ रही हैं तो इसका मतलब हमारे सिस्टम में कमी है, जिसके परिवर्तन की आवश्यकता है। ऐसे प्रकरण चिन्हित कर सिस्टम में सुधार लाया जाए। उन्होंने सीएम हेल्पलाइन के नोडल विभाग आईटीडीए को भी निर्देश दिए कि शिकायतों के निस्तारण में खराब प्रदर्शन कर रहे विभागों को सबसे ऊपर रखते हुए रैंकिंग लिस्ट विभागों को भेजी जाए। विभाग अभियान चलाकर इन शिकायतों का निस्तारण करे। साथ ही साप्ताहिक समीक्षा की जाए ताकि शिकायतों का निस्तारण त्वरित गति लाई जा सके।
इस अवसर पर अपर मुख्य सचिव राधा रतूड़ी, प्रमुख सचिव एल फैनई, सचिव दिलीप जावलकर, अरविंद सिंह ह्यांकी, रविनाथ रमन, डॉ. पंकज कुमार पाण्डेय, डॉ. आर. राजेश कुमार, निदेशक आईटीडीए अमित सिन्हा सहित अन्य उच्चाधिकारी उपस्थित थे।
