ग्राम प्रधानो को दी गयी महत्वपूर्ण जिम्मेदारियां।

देहरादून : गृह मंत्रालय, भारत सरकार द्वारा लॉकडाउन की अवधि में व्यक्तियों के आवागमन की अनुमति दिए जाने के क्रम में उत्तराखंड आने वाले व्यक्तियों की कोविड-19 के परिपेक्ष में गृह मंत्रालय, भारत सरकार के दिशा-निर्देशों के अनुरूप निगरानी किए जाने के संबंध में ग्राम सभा/ ग्राम प्रधान को राज्य सरकार द्वारा उनकी महत्वपूर्ण भूमिका के दृष्टिगत आवश्यकतानुसार शक्तियां प्रदान करते हुए उनको जरूरी निर्देश दिए गए हैं।
यह जानकारी बताते हुए मुख्य सचिव उत्पल कुमार सिंह ने कहा कि कोविड-19 के दृष्टिगत राज्य सरकार द्वारा ग्राम प्रधानो को वर्तमान परिदृश्य में भूमिका देखते हुए उनको महत्वपूर्ण जिम्मेदारियां दी गई है। जनपद प्रशासन गांव में आने वाले समस्त बाहरी लोगों की सूचना तथा उनके स्वास्थ्य से संबंधित सूचनाएं संकलित कर संबंधित ग्राम प्रधान को उपलब्ध करवाएगा। राज्य या जनपद स्तर पर पंजीकरण न करवाते हुए सीधे ग्राम सभा क्षेत्र में पहुंचने वाले व्यक्तियों का पंजीकरण करने का उत्तरदायित्व संबंधित ग्राम प्रधान का होगा। इसके साथ ही बाहर से आने वाले तथा पंजीकरण किए गए सभी व्यक्तियों के मोबाइल नंबर पर कोविड-19 से सुरक्षा हेतु भारत सरकार द्वारा विकसित तथा एंड्राइड फोनों के लिए गूगल प्ले स्टोर व एप्पल फोनों के लिए एप स्टोर पर उपलब्ध आरोग्य सेतु मोबाइल एप को इंस्टॉल करवाने व इसे उपयोग में लाना सुनिश्चित करवाने के साथ-साथ ग्राम सभा में निवासरत अन्य व्यक्तियों को भी इसके उपयोग हेतु प्रेरित करने का उत्तरदायित्व भी संबंधित ग्राम प्रधान का होगा।
मुख्य सचिव ने बताया कि भारत सरकार के चिकित्सा स्वास्थ्य एवं परिवार कल्याण मंत्रालय द्वारा कोविड-19 सुरक्षित (green) के रूप में चिन्हित उत्तराखंड के जनपदों के साथ-साथ उत्तराखंड के अन्य जनपदों में निर्धारित क्वारनटाइन अवधि पूर्ण करने का साक्ष्य प्रस्तुत करने वाले व्यक्तियों को छोड़कर अन्य समस्त स्थानों से ग्राम सभा क्षेत्र में आने वाले सभी व्यक्तियों को अनिवार्यता घर पर 14 दिनों की निर्धारित अवधि के लिए क्वारनटाइन करने का उत्तरदायित्व संबंधित ग्राम प्रधान का होगा। घर पर क्वॉरेंटाइन ना हो पाने की स्थिति में ग्राम प्रधान के द्वारा इन व्यक्तियों को 14 दिन की निर्धारित अवधि के लिए निकटवर्ती विद्यालय/ पंचायत घर/ अन्य सामुदायिक स्थान में क्वॉरेंटाइन किया जाएगा तथा इन स्थानों में बिजली पानी साफ-सफाई आदि की व्यवस्था की जाएगी। ग्राम प्रधान के द्वारा इन व्यक्तियों को विद्यालय/ पंचायत घर/अन्य सामुदायिक स्थान में क्वॉरेंटाइन किए जाने की स्थिति में उक्त पर किए गए व्यय की प्रतिपूर्ति के लिए गृह मंत्रालय भारत सरकार द्वारा कोविड-19 के परिपेक्ष में राज्य आपदा मोचन निधि (एसडीआरएफ) से व्यय के मानकों के संबंध में निर्गत शासनादेश के क्रम में संबंधित जिला अधिकारी को सुसंगत अभिलेख के साथ आवेदन करना होगा। समस्त जिलाधिकारी उपरोक्त अनुसार व्यय की गई धनराशि की प्रतिपूर्ति के लिए प्रक्रिया का निर्धारण करते हुए उक्त सूचना समस्त ग्राम प्रधानों को उपलब्ध करवाएंगे।
उन्होंने बताया कि विद्यालय/ पंचायत घर/अन्य सामुदायिक स्थानों में क्वॉरेंटाइन किए गए व्यक्तियों की नियमित स्वास्थ्य परीक्षण करवाए जाने तथा इन व्यक्तियों को कोविड-19 के लक्षण पाए जाने की स्थिति में उक्त को संबंधित जनपद के मुख्य चिकित्सा अधिकारी अथवा उनके द्वारा प्राधिकृत अधिकारी के संज्ञान में लाने के लिए संबंधित ग्राम प्रधान उत्तरदाई होंगे। ग्राम प्रधान के द्वारा कोविड-19 की रोकथाम हेतु घरों में व्यक्तियों को क्वॉरेंटाइन किए जाने के संबंध में दिए गए निर्देशों का पालन न करने या उक्त के क्रम में किए जा रहे कार्यों में व्यवधान डालने के दोषी व्यक्तियों के विरुद्ध आपदा प्रबंधन अधिनियम, 2005 के साथ साथ एपिडेमिक डिजीजेस एक्ट, 1897 तथा उत्तराखंड एपिडेमिक डिजीजेस कोविड-19 रेगुलेशन, 2020 के अंतर्गत विधिक कार्यवाही आरंभ की जाएगी।
