देहरादून : मुख्यमंत्री पुष्कर सिंह धामी ने शुक्रवार को इण्डियन पब्लिक स्कूल, झाझरा में विद्यालयी शिक्षा विभाग द्वारा आयोजित दो दिवसीय शैक्षिक चिंतन शिविर में प्रतिभाग किया। मुख्यमंत्री ने इस अवसर पर ‘बाल वाटिका’ पुस्तक एवं शिक्षा विभाग की मार्गदर्शिका के साथ ही पुस्तक ‘निपुण भारत’ एवं ‘सामान्य ज्ञान एक पहल’का विमोचन भी किया गया।
मुख्यमंत्री पुष्कर सिंह धामी ने आशा व्यक्त की कि शिक्षा विभाग के इस चिंतन शिविर में जो चिंतन होगा, उसके आने वाले समय में सुखद परिणाम आयेंगे। उन्होंने सरकारी स्कूलों में घटती छात्र संख्या पर चिन्ता व्यक्त करते हुए कहा कि सरकारी स्कूलों में छात्र संख्या बढ़ाने की चुनौती एवं गुणात्मक शिक्षा के उपायों पर इस शिविर में गहनता से मंथन किये जाय। उन्होंने कहा कि सरकारी स्कूलों में छात्र संख्या घटने के कारणों एवं इसको बढ़ाने के लिए गहनता से ध्यान देने की जरूरत है। नौनिहालों के व्यक्तित्व निर्माण में शिक्षा विभाग की महत्वपूर्ण भूमिका होती है।
मुख्यमंत्री ने कहा कि प्रधानमंत्री नरेन्द्र मोदी जी के नेतृत्व में देश में शिक्षा के क्षेत्र में नई शिक्षा नीति एक क्रान्तिकारी परिवर्तन है। राष्ट्रीय शिक्षा नीति-2020 का लक्ष्य विद्यालयी शिक्षा के सभी स्तरों पर गुणवत्तापूर्ण शिक्षा प्रदान करते हुए श्रेष्ठ मानव का निर्माण करना है। यह शिक्षा नीति प्राचीन भारतीय सनातन ज्ञान और विचार की समृद्ध परंपरा के आलोक में तैयार की गयी है, जो प्रत्येक व्यक्ति में निहित रचनात्मक क्षमताओं के विकास पर विशेष ज़ोर देती है। इस नीति का लक्ष्य एक ऐसी शिक्षा प्रणाली को विकसित करना है, जो भारतीय ज्ञान परंपरा और मूल्यों से परिपूर्ण हो। उन्होंने कहा कि हर्ष का विषय है कि उत्तराखण्ड राष्ट्रीय शिक्षा नीति-2020 के प्रावधानों को यथावत् लागू करने वाला देश का प्रथम राज्य बनने जा रहा है।
मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि 09 नवम्बर 2025 को उत्तराखण्ड राज्य स्थापना की रजत जंयती मनायेगा। शिक्षा विभाग तब तक बेस्ट प्रैक्टिस के तहत क्या कर सकता है, इस पर आज से ही ध्यान देना होगा। मुख्यमंत्री ने कहा कि कोविड महामारी के कारण शैक्षिक हानि हुई है, वहीं दूसरी ओर बच्चों के मानसिक व्यवहार पर भी बुरा प्रभाव पड़ा है। उन्होंने कहा कि विद्यालयों के नियमित अनुश्रवण एवं प्रशासकीय कार्यों के प्रभावी क्रियान्वयन के लिए विकास खण्ड स्तरीय अधिकारियों को भी वाहन देने अथवा मासिक रूप में धनराशि उपलब्ध कराने हेतु शिक्षा विभाग द्वारा शासन को प्रस्ताव भेजा जाय, ताकि इस समस्या का निदान हो सके।
शिक्षा मंत्री डॉ. धन सिंह रावत ने कहा कि शिक्षा के गुणात्मक सुधार के लिए राज्य में यह पहला शैक्षिक चिंतन शिविर आयोजित किया जा रहा है। इसके बाद प्राचार्यों, शिक्षकों एवं अभिभावकों को भी इस तरह के शैक्षिक चिंतन शिविर में बुलाया जायेगा। इस तरह के शैक्षिक चिंतन शिविरों के आयोजन से शिक्षा के क्षेत्र में आगे का रोडमैप तैयार होगा। उन्होंने कहा कि नई शिक्षा नीति के तहत 30 छात्रों पर एक टीचर का होना जरूरी है। उत्तराखण्ड में अभी 15 छात्रों पर एक टीचर है। उन्होंने कहा कि नई राष्ट्रीय शिक्षा नीति को लागू करने वाला उत्तराखण्ड पहला राज्य बनने जा रहा है। नई शिक्षा नीति राज्य में बहुत जल्द लागू हो जायेगी। उन्होंने कहा कि राज्य में नई शिक्षा नीति के तहत सिलेबस परिवर्तित किया जा रहा है। भारतीय ज्ञान परंपरा आधारित शिक्षा, योग, वेद, पुराणों, स्थानीय बोलियों एवं संस्कृत आधारित शिक्षा पर विशेष ध्यान दिया जायेगा। उन्होंने कहा कि उत्तराखण्ड में विद्या समीक्षा केन्द्र एक साल में बनकर तैयार हो जायेगा।
इस अवसर पर विधायक सहदेव सिंह पुण्डीर, पूर्व राज्यसभा सांसद आर.के सिन्हा, सचिव शिक्षा रविनाथ रमन, महानिदेशक शिक्षा बंशीधर तिवारी, शिक्षा निदेशक आर.के कुंवर, निदेशक एस.सी.ई.आर.टी सीमा जौनसारी, शिक्षा विभाग के निदेशालय एवं जिला स्तरीय वरिष्ठ अधिकारी उपस्थित रहे।
