सीएम धामी ने होमगार्डस एवं नागरिक सुरक्षा के स्थापना दिवस कार्यक्रम में की शिरकत, की चार घोषणाएं।

देहरादून : मुख्यमंत्री पुष्कर सिंह धामी ने मंगलवार को ननूरखेड़ा, देहरादून में होमगार्डस एवं नागरिक सुरक्षा के स्थापना दिवस कार्यक्रम में बतौर मुख्य अतिथि प्रतिभाग किया। इस अवसर पर उन्होंने रैतिक परेड का निरीक्षण किया एवं होमगार्डस एवं नागरिक सुरक्षा की स्मारिका का विमोचन किया। होमगार्ड जवानों के मानसिक स्वास्थ्य एवं अन्य समस्याओं के लिए बनाये गये एप ‘पहल’ का शुभारंभ भी मुख्यमंत्री द्वारा किया गया। मुख्यमंत्री ने इस अवसर पर सेवा पृथक होमगार्ड कुन्ती देवी को होमगार्ड कल्याण कोष से एक लाख रूपये का चेक एवं ड्यूटी के दौरान मृत होमगार्ड जवान तिलक राज मौर्य की पत्नी प्रीति को होमगार्ड कल्याण कोष से 02 लाख रूपये का चेक प्रदान किया। केन्द्र सरकार द्वारा कुमाऊँ कमाण्डेन्ट, होमगार्डस ललित मोहन जोशी को सराहनीय सेवाओं के लिए गृह रक्षक एवं नागरिक सुरक्षा सम्मान स्वीकृत किया गया। मुख्यमंत्री द्वारा ललित मोहन जोशी को यह सम्मान प्रदान किया गया। विभिन्न क्षेत्रों में सराहनीय कार्य करने वाले जवानों को मुख्यमंत्री द्वारा प्रशंसा प्रमाण पत्र भी प्रदान किये गये।
मुख्यमंत्री पुष्कर सिंह धामी ने इस अवसर पर चार घोषणाएं की। उन्होंने कहा कि उत्तराखण्ड राज्य के 10 जनपदों ऊधमसिंहनगर, पिथौरागढ़, चम्पावत, अल्मोड़ा, बागेश्वर, चमोली, रूद्रप्रयाग, पौड़ी, उत्तरकाशी और टिहरी में होमगार्ड्स स्वयंसेवकों की एक-एक महिला प्लाटून (कुल संख्या 330) महिला होमगार्ड्स के पदों पर भर्ती की जायेगी। उत्तराखण्ड राज्य में एक जनपद से दूसरे जनपद की अन्तर्जनपदीय ड्यूटी तथा राज्य की सीमा के अन्तर्गत निर्वाचन ड्यूटी एवं रैतिक परेड में तैनात होने वाले होमगार्ड्स स्वयंसेवकों को 180 रुपए प्रतिदिन, प्रति होमगार्ड भोजन भत्ता प्रदान किया जायेगा। होमगार्ड्स ड्यूटी के 24 घण्टे के भीतर घायल/बीमार होने वाले होमगार्ड्स स्वयंसेवकों को पूरे सेवाकाल में चिकित्सालय में भर्ती होने पर अधिकतम 06 माह तक ड्यूटी भत्ता प्रदान किया जायेगा। अवैतनिक प्लाटून कमाण्डर का मानदेय 1000 रूपये से बढ़ाकर 1500 रूपये प्रतिमाह, अवैतनिक सहायक कम्पनी कमाण्डर का मानदेय 1200 रूपये से बढ़ाकर 2000 रूपये प्रतिमाह तथा अवैतनिक कम्पनी कमाण्डर का मानदेय 1500 रूपये से बढ़ाकर 2500 रूपये प्रतिमाह दिया जायेगा।
मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि राष्ट्रसेवा का अद्वितीय उदाहरण अगर कहीं स्पष्ट देखने को मिलता है तो वह हमारे जवानों के बीच आकर ही देखने को मिलता है। उन्होंने कहा कि परेड में जवानों द्वारा मोटरबाईक पर जो साहस, कौशल एवं सन्तुलन का प्रदर्शन किया वो सराहनीय था। होमगार्डस एवं नागरिक सुरक्षा का राज्य में कानून व्यवस्था को सुचारू रूप से संचालित करने में भी महत्वपूर्ण योगदान है। कड़ी धूप में यातायात एवं सुरक्षा व्यवस्था को जिस तरह हमारे ये जवान नियंत्रित करते हैं, वह सराहनीय है। कोविड महामारी के दौरान होमगार्ड्स जवानों ने जिस निष्काम सेवा से अपने कर्तव्य का निर्वहन किया, वह सबके लिए अनुकरणीय है।
मुख्यमंत्री ने कहा कि राज्य सरकार होमगार्डस के जवानों को हर प्रकार का सहयोग देने के लिए तत्पर है। होमगार्ड्स जवानों के एस.एल.आर. प्रशिक्षण हेतु दस हजार कारतूस क्रय किये गये हैं। राज्य सरकार ने अपने इन जवानों की सुविधा के लिए छोटे हथियारों जैसे पिस्टल आदि के क्रय किये जाने हेतु भी स्वीकृति प्रदान की गई है। यातायात को बेहतर बनाये जाने के उद्देश्य से विभाग ने इस वर्ष जो “प्रोजेक्ट पार्क वैल” योजना की शुरूआत की है, इसके अच्छे परिणाम सामने आ रहे हैं। होमगार्ड्स स्वयंसेवकों के लम्बित कल्याण कोष के प्रकरणों के निस्तारण हेतु सावधि जमा धनराशि के सम्पूर्ण उपयोग की अनुमति भी प्रदान की है। जून 2022 से होमगार्ड्स स्वयंसेवकों को महंगाई भत्ता एवं जुलाई 2022 से धुलाई भत्ता भी प्रदान किया जा रहा है। राज्य सरकार ने अप्रैल 2017 से एरियर के भुगतान किये जाने हेतु अनुपूरक बजट में 101 करोड़ रुपए का अलग से प्रावधान किया है। उन्होंने आशा व्यक्त की कि आने वाले समय में होमगार्ड्स तथा नागरिक सुरक्षा संगठन के सभी अधिकारी एवं कर्मचारी उत्तराखण्ड राज्य के विकास तथा कानून व्यवस्था एवं शान्ति स्थापना के कार्यों में अपना महत्वपूर्ण सहयोग इसी प्रकार प्रदान करते रहेंगे।
इस अवसर पर मेयर देहरादून सुनील उनियाल गामा, मेयर ऋषिकेश अनीता मंमगांई, विधायक उमेश शर्मा काऊ, खजान दास, प्रमोद नैनवाल, पुलिस महानिदेशक अशोक कुमार, कमाण्डेन्ट जनरल होमगार्ड एवं नागरिक सुरक्षा केवल खुराना, डिप्टी कमाण्डेन्ट जनरल होमगार्ड अमिताभ श्रीवास्तव, राजीव बलोनी एवं अन्य गणमान्य उपस्थित थे।
