मुख्यमंत्री पुष्कर सिंह धामी ने केंद्रीय कृषि एवं ग्रामीण विकास मंत्री शिवराज सिंह चौहान से मुलाकात कर प्रदेश की कृषि सुदृढ़ीकरण, ग्रामीण विकास और हालिया प्राकृतिक आपदा से क्षतिग्रस्त अवसंरचना के पुनर्निर्माण से संबंधित विभिन्न विषयों पर विस्तृत चर्चा की। बैठक के दौरान राज्य की 184 ग्रामीण सड़कों के निर्माण के लिए 1700 करोड़ रुपये की मंजूरी प्रदान की गई, जिनकी कुल लंबाई 1228 किलोमीटर होगी।
मुख्यमंत्री ने प्रधानमंत्री ग्राम सड़क योजना (पीएमजीएसवाई) से जुड़े मुद्दों पर भी विस्तारपूर्वक चर्चा की। उन्होंने बताया कि हाल की प्राकृतिक आपदा में प्रदेश की 946 सड़कों और 15 पुलों को गंभीर क्षति पहुँची है, जिनके पुनर्निर्माण के लिए लगभग 650 करोड़ रुपये की आवश्यकता है। मुख्यमंत्री ने कहा कि सीमित संसाधनों वाले पर्वतीय राज्य के लिए यह क्षति बड़ी चुनौती है, इसलिए केंद्र से विशेष सहयोग अपेक्षित है, ताकि प्रभावित अवसंरचना का त्वरित पुनर्निर्माण किया जा सके। इसके साथ ही उन्होंने आपदा से क्षतिग्रस्त लगभग 5900 घरों की मरम्मत के लिए भी आवश्यक धनराशि उपलब्ध कराने का आग्रह किया।
मुख्यमंत्री धामी ने बताया कि प्रधानमंत्री के मार्गदर्शन में राज्य में कृषि क्षेत्र को सुदृढ़ करने के लिए लगातार प्रभावी कदम उठाए जा रहे हैं। उन्होंने कहा कि राज्य के लगभग 90 प्रतिशत किसान लघु एवं सीमांत श्रेणी के हैं और फसलों को जंगली जानवरों से होने वाली क्षति एक गंभीर चुनौती है। इस संदर्भ में उन्होंने राष्ट्रीय कृषि विकास योजना (आरकेवीवाई)–डीपीआर के तहत घेराबंदी कार्यों को शामिल किए जाने पर केंद्र सरकार का आभार व्यक्त किया।
मुख्यमंत्री ने आगामी पाँच वर्षों तक प्रतिवर्ष 200 करोड़ रुपये के अलग बजट की व्यवस्था करने का अनुरोध किया, ताकि फसलों की सुरक्षा और उत्पादन वृद्धि सुनिश्चित की जा सके। इस पर केंद्रीय मंत्री ने शीघ्र ही अग्रिम धनराशि जारी करने का आश्वासन दिया, जिससे घेराबंदी कार्य व्यापक स्तर पर शुरू किए जा सकें।
इसके अलावा मुख्यमंत्री ने पीएम-आरकेवीवाई योजना के अंतर्गत स्वच्छता एक्शन प्लान ‘नमामि गंगे क्लीन अभियान’ हेतु वर्ष 2025-26 के लिए स्वीकृत 98 करोड़ रुपये की धनराशि जल्द जारी करने का भी आग्रह किया।
केंद्रीय मंत्री शिवराज सिंह चौहान ने मुख्यमंत्री धामी द्वारा प्रस्तुत प्रस्तावों पर सकारात्मक प्रतिक्रिया व्यक्त करते हुए कहा कि राज्य की आवश्यकताओं को प्राथमिकता के आधार पर संज्ञान में लिया जाएगा और केंद्र सरकार उत्तराखण्ड को हरसंभव सहयोग प्रदान करेगी। बैठक में सांसद महेंद्र भट्ट, कृषि एवं किसान कल्याण सचिव देवेश चतुर्वेदी, पीएमजीएसवाई के मुख्य कार्यकारी अधिकारी आलोक कुमार पांडेय तथा उत्तराखण्ड के स्थानिक आयुक्त अजय मिश्रा सहित वरिष्ठ अधिकारी उपस्थित रहे।
