कैबिनेट मंत्री जोशी ने उत्तराखंड राज्य में हथकरघा क्षेत्र के विकास एवं संवर्धन हेतु की बैठक।

देहरादून : खादी एवं ग्रामोद्योग मंत्री, द्वारा उत्तराखण्ड राज्य में हथकरघा क्षेत्र के विकास एंव संवर्धन की ठोस कार्ययोजना बनाये जाने तथा खादी एवं हाथकरघा उत्पादों क़ो बढ़ावा देने हेतु अब तक की गई गतिविधियों की समीक्षा करने के लिए, “हथकरघा से आत्मनिर्भरता” विषय पर राष्ट्रीय कृषि और ग्रामीण बैंक (नाबार्ड), उत्तराखण्ड के देहरादून स्थित क्षेत्रीय कार्यालय, में एक राज्य स्तरीय बैठक आयोजन किया।
ज्ञात हो कि औद्योगिक विकास मंत्री, गणेश जोशी द्वारा उत्तराखण्ड के हथकरघा क्षेत्र क़ो आधुनिक फैशन एवं बाजार मांग के अनुरूप विकसित कर लोकप्रियता दिलाने हेतु लगातार प्रयास किया जा रहा है।
बैठक की अध्यक्षता करते हुए सैनिक कल्याण, औद्योगिक विकास, लघु सूक्ष्म एवं मध्यम उध्यम, खादी एवं ग्राम उद्योग, गणेश जोशी द्वारा ने कहा कि उत्तराखण्ड राज्य में हथकरघा क्षेत्र के विकास एंव संवर्धन की विपुल सम्भावनाएं हैं। हथकरघा क्षेत्र ग्रामीण अंचल के लोगों को रोजगार एंव आय बढ़ाने में और भी अधिक महत्वपूर्ण भूमिका निभा सकता है। उन्होंने कहा कि नाबार्ड, राज्य सरकार व भारत सरकार के उपलब्ध वित्तीय संसाधनों के समन्वयित प्रयास से उत्तराखंड में हथकरघा क्षेत्र का विकास किया जा सकता है। उन्होंने सभी हितधारकों को एक मंच पर लाने जाने की आवश्यकता व्यक्त की तथा इस उद्देश्य हेतु एक उच्च स्तरीय समिति गठन करने को कहा।
उन्होंने कहा कि प्रदेश में हथकरघा वस्तुओं की ब्रांडिंग मजबूत करने की आवश्यकता है जिससे उत्तराखंड राज्य को एक अंतर्राष्ट्रीय पहचान मिल सकेगी और इससे उत्तराखंड में निर्मित हथकरघा उत्पादों के विपणन को अंतरराष्ट्रीय बाजारों में सुगम बनाया जा सकेगा। बुनकरों के लिए ऋण संबंधों को आसान करने की आवश्यकता है और इसलिए बैंकों को एक प्रमुख भूमिका निभानी होगी। राज्य में हथकरघा उत्पादों के सफल विपणन और वितरण के लिए हैंडलूम एक्सपो और ऑनलाइन प्लेटफार्मों के अलावा और अधिक प्लेटफार्मों की तलाश करने की जरूरत है। राज्य में पलायन एक प्रमुख मुद्दा है और हथकरघा क्षेत्र की मूल्य श्रृंखला में नाबार्ड और राज्य सरकार द्वारा विभिन्न योजनाओं के सफल कार्यान्वयन से इससे कुशलतापूर्वक निपटा जा सकता है।
नाबार्ड के मुख्य महाप्रबन्धक, डॉ ज्ञानेद्र मणि ने कहा कि नाबार्ड ग्रामीण विकास के लिए अपनी स्थापना के समय से ही विभिन्न पहलों के माध्यम से हथकरघा क्षेत्र के विकास एवं संवर्धन के लिए सहयोग करता रहा है। उन्होंने कहा कि हथकरघा क्षेत्र न केवल अर्थव्यवस्था में अहम भूमिका निभाता है बल्कि ग्रामीण क्षेत्रों में एक बड़ी आबादी को रोजगार भी प्रदान करता है। उन्होंने काबीना मंत्री को अवगत कराया कि राज्य में लगभग 12561 बुनकर हैं व इसमे लगभग 60 प्रतिशत महिलाएं और उनमें से मात्र 109 बुनकरों ने बैंक से ऋण सुविधा ली है। इसलिए बैंकों को और अधिक उत्साह के साथ हथकरघा क्षेत्र में ऋण सुविधा देने की आवश्यकता है। उन्होंने बताया कि नाबार्ड पूरे देश में 35 विभिन्न क्लस्टर को सहयोग कर रहा है।
राज्य स्तरीय बैंकर्स समिति संयोजक, एसबीआई से आए नरेंद्र रावत, सहायक महाप्रबंधक ने कहा कि हथकरघा क्षेत्र में बुनकरों की क्षमता संवर्धन किए जाने की आवश्यकता है, उन्होंने पंजाब नेशनल बैंक द्वारा संचालित ई मुद्रा पोर्टल की जानकारी दी, जिसमें सब्सिडी का प्रावधान है। उन्होंने सफल बुनकरों की सफलता को प्रचारित व प्रसारित किए जाने की बात कही ताकि दूसरे बनकरों को प्रेरित किया जा सके।
एस. सी. नौटियाल, निदेशक, उद्योग ने कहा कि हथकरघा क्षेत्र की वर्तमान स्थिति एवं भावी योजनाओं पर चर्चा कर इस क्षेत्र के विकास की कार्य योजना निर्धारित की जा सकती है। अपर सचिव ,उद्योग, उत्तराखण्ड सरकार ने सब्सिडि प्राप्त करने में लाभार्थियों को आने वाली समस्याओं के समाधान पर बैंक प्रतिनिधियों का ध्यान आकर्षण किया।
नाबार्ड की विभिन्न योजनाओं पर प्रस्तुति दी गयी जिसमें मुख्य आधारभूत क्षेत्र में आरआईडीएफ़, ओएफ़पीओ के माध्यम से हथकरघा क्लस्टर का निर्माण, ग्रामीणमार्ट / ग्रामीणहाट से हथकरघा वस्तुओं का विपणन, ट्रेनिंग के माध्यम से डिजाईन में नवाचार इत्यादि पर विस्तृत प्रस्तुति दी गई ।
इसके बाद, एक खुला चर्चा सत्र आयोजित किया गया जिसमें सभी प्रतिभागियों ने अपनी प्रतिक्रिया, अनुभव और सुझाव साझा किए। प्रतिभागिओं ने प्राकृतिक फाइबर के क्षेत्र में अनुसंधान और विकास की आवश्यकता, अंगोरा खरगोश के ब्रीडिंग सेंटर की आवश्यकता, भेड़ की ऊन के सही मूल्य न मिलने की समस्याओं को उजागर किया।
उत्तराखण्ड राज्य के विभिन्न जनपदों से आए हस्तशिल्पियों/ हथकरघा समिति के सदस्यों के साथ अन्य राज्यों से भी हितधारकों को ऑनलाइन माध्यम से जोड़ा गया जिसमें मुख्यतया अरुणाचल प्रदेश के डॉ. ग्याति कोबिंग, डीआरसीएस/ओओडब्ल्यूएफईडी द्वारा अपने अनुभवों को साझा किया गया। अरुणांचल प्रदेश से जुड़े डॉ. कोबिंग ने अपनी सफलता के बारे में बताया उन्होंने बताया कि बस कुछ रुपयों से प्रारभ करके अब उनके सहकारिता संघ का कारोबार 24 करोड़ रुपये तक पहुँच गया है उनके साथ जुड़े 4000 बुनकरों के उत्पाद ऑस्ट्रेलिया, अमेरिका, बांग्लादेश एक्सपोर्ट किए जा रहे हैं, साथ ही जापान व सिंगापुर को भी एक्सपोर्ट किए जाने पर कार्य चल रहा है।
उत्तराखण्ड में हथकरघा के क्षेत्र में उत्कृष्ट कार्य करने वाली संस्था तथा बुनकरों को कैबिनेट मंत्री द्वारा सम्मानित किया गया जिसमें एप्रोप्रिएट टेक्नोलेजी इंडिया (स्वयं सेवी संस्था), गुप्तकाशी, रुद्रप्रयाग, राकेश नेगी, रुद्रप्रयाग दृ हथकरघा , निओ इंटिग्रटेड डेव्लपमेंट इंस्टीट्यूट ऑफ हिमालय (स्वयं सेवी संस्था), पिथौरागढ़, मीना निखुरपा, पिथौरागढ़ – हथकरघा, नन्दा देवी महिला लोक विकास समिति, चमौली, श्रीमती शाकम्बरी राणा, चमोली दृ हथकरघा , बुनकर संघ स्वायत्त सहकारिता, हरिद्वार, दिनेश पाल, हरिद्वार दृ हथकरघा शामिल रहे। साथ ही इस अवसर पर पिथौरागढ़ बीज उत्पादक निधि (एफपीओ) को मोबाइल रुरल मार्ट का सैद्धांतिक स्वीकृति का पत्र भी मुख्य अतिथि द्वारा सौं गया। नाबार्ड द्वारा इस मोबाइल मार्ट के लिए अनुदान दिया गया है।
बैठक में उद्योग विभाग के अतिरिक्त सचिव डी.के. तिवारी, उद्योग विभाग के निदेशक एस.सी नौटियाल, केवीआईसी के निदेशक, केवाआईबी के निदेशक, रेश्म, बांस एव फाइवर डेवेल्पमेंट बोर्ड, एसएलबीसी के समन्वयक, प्रबंध निदेशक, उत्तराखंड राज्य सहकारी बैंक, नाबार्ड व बैंकों के वरिष्ठ अधिकारियों के साथ-साथ राज्य सरकार के विभिन्न विभागों के अधिकारी भी मौजूद रहे।
