उत्तराखंड का AI विजन: नीति ड्राफ्ट तैयार, लक्ष्य ‘सॉल्यूशन-स्टेट’ बनना

उत्तराखंड सरकार ने आर्टिफिशियल इंटेलिजेंस (AI) के क्षेत्र में एक बड़ा कदम उठाते हुए राज्य की पहली AI पॉलिसी का ड्राफ्ट (प्रारूप) तैयार कर लिया है। इस नीति के जरिए प्रदेश को एक “सॉल्यूशन-स्टेट” के रूप में विकसित करने का विजन सामने रखा गया है, जहां उभरती हुई तकनीकों का उपयोग करके जनसेवा, प्रशासन, शिक्षा, स्वास्थ्य और पर्यावरण जैसे क्षेत्रों में स्मार्ट समाधान तैयार किए जाएंगे।
डिजिटल उत्तराखंड की ओर एक नई पहल
राज्य सरकार की यह पहल “डिजिटल उत्तराखंड” और स्मार्ट गवर्नेंस की दिशा में एक निर्णायक कदम मानी जा रही है। पॉलिसी का उद्देश्य है कि राज्य के युवाओं, स्टार्टअप्स और सरकारी संस्थाओं को AI के क्षेत्र में सक्षम और आत्मनिर्भर बनाया जाए।

‘सॉल्यूशन-स्टेट’ का क्या अर्थ है?
‘सॉल्यूशन-स्टेट’ का मतलब एक ऐसे राज्य से है जो समस्याओं के समाधान के लिए तकनीकी नवाचार और डेटा आधारित निर्णयों को प्राथमिकता देता है। यह नीति उत्तराखंड को सिर्फ तकनीकी रूप से अग्रणी नहीं बनाएगी, बल्कि रोज़गार, शिक्षा और आर्थिक विकास के नए अवसर भी खोलेगी।
मुख्यमंत्री का बयान
मुख्यमंत्री पुष्कर सिंह धामी ने कहा,
“उत्तराखंड एआई की ताकत को समझता है और इसे अपनाकर हम जनता को तेज़, पारदर्शी और प्रभावी सेवाएं देना चाहते हैं। यह नीति आने वाले वर्षों में राज्य की विकास यात्रा को नई ऊंचाइयों तक पहुंचाएगी।”
ड्राफ्ट पर मांगे गए सुझाव
AI पॉलिसी ड्राफ्ट को फिलहाल सार्वजनिक परामर्श (Public Consultation) के लिए जारी किया गया है। आम जनता, तकनीकी विशेषज्ञ, शिक्षाविद और स्टार्टअप संस्थाएं अपने सुझाव आगामी कुछ हफ्तों में दे सकेंगी। इसके बाद अंतिम नीति को मंजूरी दी जाएगी।
रोज़गार और स्टार्टअप्स को मिलेगा बढ़ावा
नीति का एक प्रमुख लक्ष्य उत्तराखंड के युवाओं को एआई आधारित रोजगार के लिए तैयार करना है। साथ ही राज्य सरकार AI आधारित स्टार्टअप्स को अनुदान, प्रशिक्षण और तकनीकी सहायता भी प्रदान करेगी, जिससे ‘मेक इन उत्तराखंड’ को बढ़ावा मिल सके।
