जल संरक्षण एवं संवर्धन की दिशा में समेकित प्रयासों की है जरूरत – सीएम पुष्कर सिंह धामी

देहरादून : मुख्यमंत्री पुष्कर सिंह धामी ने गुरुवार को मुख्यमंत्री कैम्प कार्यालय स्थित सभागार में आयोजित बोधिसत्व विचार श्रृंखला – बिन पानी सब सून विचार संगोष्ठी को सम्बोधित किया। संगोष्ठी में प्रत्यक्ष एवं वर्चुअल रूप से विभिन्न विषय विशेषज्ञों ने अपने महत्वपूर्ण सुझाव रखे। मुख्यमंत्री ने कहा कि बोधिसत्व विचार श्रृंखला के अंतर्गत बिन पानी सब सून के रूप में विचार श्रृंखला की यह 8 वीं संगोष्ठी है। उन्होंने कहा कि पानी जीवन का आधार है। जल संरक्षण एवं संवर्धन की दिशा में समेकित प्रयासों की जरूरत बताते हुए मुख्यमंत्री ने इस क्षेत्र से जुडे विषय विशेषज्ञों एवं बुद्धिजीवियों के विचारों एवं सुझावों को राज्यहित में उपयोगी एवं व्यावहारिक बताया। उन्होंने कहा कि जल के महत्व, संवर्धन एवं संरक्षण से सम्बन्धित संगोष्ठी के मंथन से निकलने वाला अमृत राज्य की लगभग 17 छोटी-बड़ी नदियों का जल स्तर बढ़ाने के प्रयासों को फलीभूत करने वाला होगा।
उन्होंने कहा कि ऐसे महत्वपूर्ण विषय पर और अधिक विषय विशेषज्ञों के सुझावों का लाभ लेने के लिये राज्य स्तर पर एक फोरम का गठन किया जायेगा। उन्होंने इस महत्वपूर्ण कार्यक्रम को जन जन का कार्यक्रम बनाने पर बल देते हुए कहा कि ऐसे कार्यक्रमों की सफलता के लिये सरकार के साथ सभी को सहयोगी बनना होगा। ऐसे कार्यक्रमों का ज्ञान विज्ञान एवं अनुसंधान के माध्यम से आगे बढ़ाना होगा तभी हम अपनी विरासत को पीढ़ी दर पीढ़ी आगे बढ़ने में भी सफल हो पायेंगे। मुख्यमंत्री ने कहा कि जन संवर्धन की दिशा में राज्य में आजादी के अमृत महोत्सव के उपलक्ष्य में प्रति जनपद 75 अमृत सरोवर बनाये जा रहे हैं। इस प्रकार प्रदेश में कुल 1275 अमृत सरोवर तैयार किये जायेंगे।
संगोष्ठी में विषय विशेषज्ञों द्वारा दिये गये सुझावों के संबंध में मुख्यमंत्री ने कहा कि प्रदेश में बांज के जंगलों के विस्तार, बंजर जमीन को उपजाऊ बनाये जाने तथा चीड के प्रबंधन पर ध्यान दिया जायेगा। उन्होंने कहा कि जल का बेहतर प्रबंधन से ही हम जल को बचा पायेंगे तथा नदियों के जल स्तर को बढ़ाने में सफल हो पायेंगे।
मुख्यमंत्री धामी ने कहा कि नीति आयोग की बैठक में उन्होंने हिमालयी राज्यों के लिये अलग नीति बनाये जाने की बात रखी है। राज्य की इकोनॉमी एवं इकोलॉजी का बेहतर समन्वय कर हम संसाधनों का बेहतर उपयोग कर पायेंगे। उन्होंने कहा कि हमें अपने व्यवहार में पानी बचाने की प्रवृत्ति को अपनाना होगा। प्रदेश में जल स्त्रोतों के चिन्हीकरण के साथ ही ग्राम इकाइयों को इससे जोड़ने का प्रयास किया जायेगा।
इस अवसर पर पद्म कल्याण सिंह रावत ने गैर हिमानी नदियों को बचाने के लिये बांज व चौड़ी पत्ती के वृक्षों के रोपण पर ध्यान देने के साथ ही चीड़ का वैज्ञानिक प्रबंधन पर बल दिया। उनका सुझाव था कि होम स्टे योजना के तहत पहाड़ी शैली के भवनों के निर्माण के लिये चीड़ के पेड़ों के दोहन की व्यवस्था हो। बंजर खेतों को आबाद करने तथा बुग्यालों को बचाने की दिशा में भी पहल किये जाने का उनका सुझाव था।
पानी राखो आंदोलन के प्रणेता डॉ. सच्चिदानंद भारती ने कहा कि पर्वतीय क्षेत्रों में जल तलैया बनाने तथा धारे नोले के पुनर्जीवीकरण के लिये सरल व टिकाऊ तकनीकि पर ध्यान दिया जाए, जो लोगों को सहजता से जोड़ने का भी कार्य करें। उनका कहना था क धारे बचेंगे तो नदियां भी बचेंगी।
पर्यावरणविद राजेन्द्र सिंह बिष्ट ने सुझाव दिया कि ऊंचाई वाले क्षेत्रों में रेन वाटर हार्वेस्टिंग, पानी के स्त्रोतों का चिन्हीकरण तथा जल संरक्षण के लिये ग्राम पंचायतों को जिम्मेदारी दी जाए। हेस्को के डॉ. विनोद खाती का कहना था कि खेत बंजर होने के कारण पहाड़ों में भूजल संरक्षण में कठिनाई आ रही है।
इंडियन इंस्टिट्यूट ऑफ़ वाटर मैनेजमेंट भुवनेश्वर के डॉ. अशोक नायक, रिमोट सेंसिंग के डॉ प्रवीन, सेंट्रल ग्राउंड वाटर बोर्ड के निदेशक डॉ. प्रशांत राय, जल विज्ञान केन्द्र की भक्ति देवी, डॉ रीमा, नेशनल इंस्टीट्यूट ऑफ हाइड्रोलॉजी के डॉ. राजेश कुमार सिंह, नौला के बिशन सिंह, कंसल्टेंट भुवन जोशी, वाडिया इंस्टीट्यूट के डॉ. के. सी. सैन, एच. एन. बी. गढ़वाल केन्द्रीय विश्व विद्यालय के प्रो. मोहन सिंह पंवार आदि ने भी अपने महत्वपूर्ण सुझाव रखे। इस अवसर पर भुपेन्द्र बसेड़ा द्वारा पानी के महत्व को दर्शाने वाली कैच द वाटर- कैच द रेन गीत की भी प्रस्तुति दी गयी।
इस अवसर पर सचिव मुख्यमंत्री आर. मीनाक्षी सुंदरम भी उपस्थित रहे। कार्यक्रम का संचालन उत्तराखंड विज्ञान एवं प्रौद्योगिकी परिषद के महानिदेशक दुर्गेश पंत ने किया।
