देहरादून : मुख्यमंत्री पुष्कर सिंह धामी ने बुधवार को डी.आई.टी कॉलेज, देहरादून में आयोजित उच्च शिक्षा चिंतन शिविर के अंतर्गत राज्य स्तरीय नैक प्रत्यायन कार्यशाला एवं प्रशिक्षण कार्यक्रम में प्रतिभाग किया। इस अवसर पर मुख्यमंत्री धामी ने उच्च शिक्षा संस्थानों पर आधारित ’उत्तराखंड राज्य के नैक प्रत्यायन की क्वालिटी फैक्ट रिपोर्ट’, ’अनुशंसा रिपोर्ट’, एवं ’इनोवेशन इन हायर एजुकेशन पुस्तक’ का विमोचन किया।
मुख्यमंत्री पुष्कर सिंह धामी की उपस्थिति में उच्च शिक्षा विभाग द्वारा उत्तराखंड राज्य में उच्च शिक्षा संस्थानों के आधुनिकरण, उद्यमिता और कौशल विकास के क्षेत्र में देश के प्रतिष्ठित संस्थान ‘‘भारतीय उद्यमिता विकास संस्थान अहमदाबाद‘‘ के साथ उद्यमिता संवर्धन हेतु एमओयू हस्ताक्षरित किया गया। साथ ही छात्रों को वर्चुअल लैब की सुविधा प्रदान करने हेतु अमृता विश्वविद्यापीठम् केरल तथा कम्प्यूटर दक्षता और आई0टी0 विशेषज्ञता के लिए एडूनेट आईबीएम के साथ भी एमओयू किया गया।
मुख्यमंत्री पुष्कर सिंह धामी ने दो दिवसीय उच्च शिक्षा चिंतन शिविर में प्रतिभाग कर रहे शिक्षा जगत से जुडे हुए लोगो का स्वागत करते हुए कहा कि इस चिंतन शिविर के मंथन से अवश्य ही ज्ञानरूपी अमृत निकलेगा, जो हमारे प्रदेश में शिक्षा व्यवस्था के क्षेत्र में गुणात्मक सुधार करने में सहायक सिद्ध होगा। उन्होंने कहा देवभूमि उत्तराखण्ड सदियों से अपने ज्ञान के प्रकाश से समस्त विश्व को आलोकित करती रही है। आज प्रधानमंत्री श्री नरेन्द्र मोदी जी के कुशल नेतृत्व में नये भारत की नींव रखी जा रही है। ऐसी नींव जिसमें नया भारत आत्मनिर्भर बन रहा है, उच्च शिक्षा के क्षेत्र में भी कई नए कार्य किए जा रहे, ऐसे कार्य जिसमें प्राचीन शिक्षा पद्धति और आधुनिक शिक्षा पद्धति के समिश्रण से बनी नई शिक्षा नीति का अनुसरण किया जा रहा है। उन्होंने प्रसन्नता व्यक्त की कि नई शिक्षा नीति के माध्यम से देश की आने वाली पीढ़ी हमारे देश के वास्तविक इतिहास व महान संस्कृति से परिचित हो सकेगी।जहां एक ओर मैकाले की शिक्षा व्यवस्था पर आधारित पुरानी शिक्षा पद्धति युवाओं को सिर्फ नौकरी दिलाने का उद्देश्य रखती थी, वहीं नई शिक्षा नीति के माध्यम से युवा स्वयं नौकरियां देने वाले बन सकेंगे। इसके माध्यम से युवा इन्टरप्रेन्योर बन सकेगा, स्टार्टअप विकसित कर सकेगा।
मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि उत्तराखण्ड को 2025 तक देश का अग्रणी राज्य बनाने के लिए राज्य सरकार दृढ़ संकल्पित होकर कार्य कर रही है। इसी का परिणाम है कि राज्य सरकार ने नो पेंडेंसी की नीति को अपनाते हुए प्रभावी ढंग से उत्तराखण्ड में नई शिक्षा नीति को लागू करने का कार्य किया है। उन्होंने कहा उत्तराखण्ड राज्य में सीमित संसाधन होने के बाद भी ऐसा पहला राज्य है जिसने राष्ट्रीय शिक्षा नीति के प्रावधानों को समग्रता से लागू करने का कार्य किया है। राज्य सरकार उत्तराखण्ड को उच्च शिक्षा के क्षेत्र में एक मॉडल राज्य के रूप में स्थापित करने की दिशा में कार्य कर रही है। सरकार के इस प्रयास में निजी क्षेत्र की संस्थाएं भी अपना निरंतर सहयोग प्रदान कर रही हैं। सरकार छात्र-छात्राओं के सर्वांगीण विकास तथा शिक्षा क्षेत्र में आवश्यक परिवर्तन करने हेतु दृढ़ संकल्पित है।
मुख्यमंत्री श्री पुष्कर सिंह धामी ने कहा कि उत्तराखण्ड राज्य के नैक प्रत्यायन की क्वालिटी फैक्ट एवं अनुशंसा रिपोर्ट उच्च शिक्षा के क्षेत्र में सरकार के कार्य की रूपरेखा निश्चित करने में सहायक सिद्ध होगी। राज्य में आवश्यक संसाधनों को सुलभ कराते हुए सरकार दूरस्थ क्षेत्रों में उच्च शिक्षा को पहुंचाने का प्रयास कर रही है। दूरस्थ क्षेत्रों में शिक्षा पहुँचाने के हमारी सरकार के प्रयास में नैक जैसी प्रतिष्ठित संस्था का पूरा सहयोग मिल रहा है। राज्य की दुर्गम भौगोलिक परिस्थितियों को देखते हुए नैक का क्षेत्रीय केन्द्र राज्य के साथ-साथ अन्य निकटवर्ती राज्यों के लिए भी बहुत बड़ा उपहार सिद्ध होगा। उन्होंने कहा राष्ट्रीय शिक्षा नीति के प्रावधानों के अनुरूप संस्थाओं का मूल्यांकन और प्रत्यायन अनिवार्य है और निश्चित रूप से नैक के विशेषज्ञों के परामर्श और उच्च शिक्षा के क्षेत्र में कार्य कर रहे शिक्षकों और अधिकारियों के सहयोग से प्रदेश में संस्थाओं की गुणवत्ता सुधारने में भी हमें सहायता मिलेगी।
उच्च शिक्षा मंत्री डॉ. धन सिंह रावत ने कहा कि उच्च शिक्षा के क्षेत्र में चिंतन शिविर दो दिनों तक चलेगा। उन्होंने कहा कि वर्तमान समय में उत्तराखंड राज्य के अंतर्गत 35 विश्वविद्यालय, 119 सरकारी डिग्री कॉलेज, 300 से अधिक प्राइवेट डिग्री कॉलेज हैं। हमारे प्रदेश में देश के लगभग सभी राज्यों एवं 19 देशों से छात्र-छात्राएं अध्ययन के लिए आते हैं। राज्य सरकार ने पिछले 5 सालों में उच्च शिक्षा में सभी कॉलेजों में प्रधानाचार्य एवं पर्याप्त फैकल्टी उपलब्ध कराई है। प्रत्येक डिग्री कॉलेज नैक से समन्वय बनाने हेतु विशेष नोडल अधिकारी नियुक्त किये जायेंगे। 2025 तक राज्य में 25 मॉडल कॉलेज बनाने का लक्ष्य रखा गया है। राज्य में उच्च शिक्षा में भी राष्ट्रीय शिक्षा नीति 2020 लागू की जा चुकी है। जिसके अंतर्गत विद्यार्थियों को अपनी पुरातन संस्कृति से जोड़े जाने, एवं प्रायोगिक आधारित पढ़ाई करवाई जाएगी। उन्होंने कहा प्रधानमंत्री नरेंद्र मोदी एवं मुख्यमंत्री पुष्कर सिंह धामी की अपेक्षा अनुसार उच्च शिक्षा संस्थान को तंबाकू मुक्त कैंपस बनाए जाने पर कार्य किया जाएगा साथ ही ग्रीन केंपस भी बनाए जाएंगे। सभी उच्च शिक्षा संस्थानों के आपसी समन्वय के साथ टीचिंग लेवल को अपडेट करने का कार्य भी किया जाएगा। शिक्षा में शोध एवं गुणवत्ता बढ़ाने के निरंतर प्रयास किये जा रहे हैं।
