देहरादून : मुख्य सचिव डॉ. एस.एस. संधु की अध्यक्षता में शुक्रवार को सचिवालय में प्रधानमंत्री जनविकास कार्यक्रम योजना के प्रस्तावों पर अनुमोदन हेतु प्रधानमंत्री पन्द्रह सूत्रीय कार्यक्रम क्रियान्वयन के लिए राज्य स्तरीय समिति की बैठक आयोजित हुयी।
बैठक के दौरान मुख्य सचिव ने सभी जिलाधिकारियों को नई गाईडलाइन के अनुसार अपने जनपदों में आ रहे सभी गांवों को चिन्हित किए जाने के निर्देश दिए। साथ ही कहा कि आवश्यकता के अनुसार प्राथमिकता के आधार पर प्रस्ताव तैयार कर लिए जाएं। उन्होंने अगले 02 सप्ताह में इस हेतु जनपद स्तरीय समितियों के बैठकें आयोजित कर प्रस्ताव शीघ्र भेजे जाने के भी निर्देश दिए।
मुख्य सचिव ने राज्य स्तरीय अनुमोदन समिति की बैठक देरी से आयोजित किए जाने पर नाराजगी व्यक्त करते हुए इस बैठक में स्वीकृत प्रस्तावों को शीघ्र अतिशीघ्र भारत सरकार को भेजे जाने के निर्देश दिए। जिलाधिकारियों को इस योजना के अन्तर्गत अगले 05 सालों के लिए एरिया स्पेसिफिक कॉम्प्रीहेंसिव डेवेलपमेंट प्लान भी तैयार करने के निर्देश दिए। उन्होंने जिलाधिकारियों को सभी सम्बन्धित विभागों से विभागवार प्रस्ताव मांगे जाने के भी निर्देश दिए।
उक्त योजना के अंतर्गत भारत सरकार द्वारा 90ः10 के रूप में वित्तीय सहायता उपलब्ध करायी जाती है। योजना हेतु नई गाईडलाईन के अनुसार योजना के दायरे में आकांक्षी ऐसे क्षेत्र आते हैं, जो जनपदों के रूप में जनपद हरिद्वार एवं ऊधमसिंह नगर के संपूर्ण क्षेत्र के साथ-साथ राज्य के ऐसे क्षेत्र जहाँ 15 किमी परिधि के कैचमेंट एरिया में 25 प्रतिशत से अधिक अल्पसंख्यक आबादी निवासरत हो। पूर्व में योजना के अन्तर्गत उत्तराखण्ड के चिन्हित अल्पसंख्यक बाहुल्य 04 जनपदों के 15 विकासखण्डों एवं 07 नगर निकायों में लागू थी। योजनान्तर्गत राज्य स्तरीय समिति कुल 56 कार्य लागत रू0 201.36 करोड़ के प्रस्तावों को अनुमोदन प्रदान किया गया, जो अब भारत सरकार को भेजे जाएंगे।
इस अवसर पर विधायक फुरकान अहमद, प्रमुख सचिव एल. फैनई, सचिव रविनाथ रमन, विजय कुमार यादव सहित समिति के अन्य सदस्य एवं उच्चाधिकारी उपस्थित रहे।
