मुख्य सचिव श्री आनन्द बर्द्धन की अध्यक्षता में शुक्रवार को सचिवालय में प्रदेश में रोप-वे विकास के लिए गठित संचालन समिति की बैठक आयोजित की गई। बैठक में उत्तराखण्ड में रोप-वे निर्माण को लेकर कई महत्वपूर्ण निर्णय लिए गए।
मुख्य सचिव ने निर्देश दिए कि रोप-वे विकास समिति की प्रथम बोर्ड बैठक इस माह के अंत तक अनिवार्य रूप से आयोजित की जाए। उन्होंने बताया कि समिति के सदस्य सचिव के रूप में सचिव पर्यटन कार्य करेंगे। साथ ही एनएचएलएमएल को एक सप्ताह के भीतर एसपीवी के सीईओ की नियुक्ति करने के निर्देश दिए गए, ताकि दिसम्बर माह के अंत तक पहली बोर्ड बैठक आयोजित की जा सके।
मुख्य सचिव ने कहा कि प्रदेश में प्रस्तावित सभी रोप-वे परियोजनाओं को इस समिति से अनिवार्य रूप से स्वीकृति लेनी होगी, जिससे विभिन्न एजेंसियों द्वारा तैयार की जा रही परियोजनाओं में डुप्लीकेसी से बचा जा सके। उन्होंने निर्देश दिए कि आगामी 5 से 10 वर्षों में रोप-वे परियोजनाओं के माध्यम से विकसित होने वाले नए पर्यटन स्थलों, मार्गों के विस्तार एवं आवश्यक इंफ्रास्ट्रक्चर के लिए अभी से रोडमैप तैयार किया जाए। इस दौरान उत्तराखण्ड रोप-वे विकास लिमिटेड के रोडमैप पर भी चर्चा की गई।
बैठक में बताया गया कि प्रदेश सरकार द्वारा राज्यभर में कुल 50 रोप-वे प्रस्तावित किए गए हैं, जिनमें से प्राथमिकता के आधार पर 6 परियोजनाओं का चयन किया गया है। इनमें सोनप्रयाग से केदारनाथ तथा गोविन्दघाट से हेमकुण्ट साहिब रोप-वे परियोजनाओं का कार्य आवंटन किया जा चुका है। काठगोदाम से हनुमानगढ़ी मंदिर (नैनीताल) रोप-वे परियोजना अनुमोदन के चरण में है। कनकचौरी से कार्तिक स्वामी तक रोप-वे की डीपीआर तैयार की जा रही है, जबकि रैथल बारसू से बरनाला (उत्तरकाशी) तथा जोशीमठ–औली–गौरसों रोप-वे परियोजनाओं की डीपीआर के लिए निविदा प्रक्रिया चल रही है।
मुख्य सचिव ने निर्देश दिए कि प्रारंभिक चरण में इन्हीं छह परियोजनाओं पर फोकस किया जाए। उन्होंने सोनप्रयाग–केदारनाथ एवं गोविन्दघाट–हेमकुण्ट साहिब रोप-वे परियोजनाओं की प्रत्येक स्टेज की टाइमलाइन और पर्ट चार्ट तैयार करने के निर्देश दिए। साथ ही वन एवं वन्यजीव विभाग से संबंधित स्वीकृतियों की प्रक्रिया में तेजी लाने पर जोर दिया।
मुख्य सचिव ने कहा कि रोप-वे निर्माण के लिए भारी मशीनरी को निर्माण स्थल तक पहुंचाना एक बड़ी चुनौती होगी। इसके लिए सड़कों के टर्निंग रेडियस को बढ़ाने और पुलों की मजबूती के लिए आवश्यक कदम पहले से उठाने के निर्देश दिए गए। उन्होंने काठगोदाम–हनुमानगढ़ी मंदिर रोप-वे परियोजना में कैंची धाम को भी शामिल करने के निर्देश दिए तथा कहा कि वहां बढ़ती श्रद्धालुओं की भीड़ को देखते हुए रोप-वे की संभावनाओं का अध्ययन किया जाए।
बैठक में सचिव श्री दिलीप जावलकर, डॉ. पंकज कुमार पाण्डेय, श्री धीराज सिंह गर्ब्याल, अपर सचिव श्री अभिषेक रूहेला तथा एनएचएलएमएल से श्री प्रशांत जैन सहित अन्य वरिष्ठ अधिकारी उपस्थित रहे।
