पीएम किसान निधि योजना: देहरादून में लाभार्थियों की फार्मर रजिस्ट्री तैयार करने की पहल..

केंद्र की एग्रीस्टैक योजना के तहत राज्य में किसानों की डिजिटल आईडी बनाकर फार्मर रजिस्ट्री तैयार करने की प्रक्रिया तेज कर दी गई है। सोमवार को देहरादून में राजस्व और कृषि विभाग के अधिकारियों व कर्मचारियों को प्रशिक्षण दिया गया। प्रथम चरण में प्रधानमंत्री किसान सम्मान निधि के लाभार्थियों की रजिस्ट्री तैयार की जाएगी, ताकि आगामी किस्त के भुगतान में कोई बाधा न आए।
केंद्र सरकार की एग्रीस्टैक योजना के तहत राज्य में किसानों की डिजिटल आइडी तैयार कर फार्मर रजिस्ट्री बनाने के लिए कसरत तेज कर दी गई है। इस कड़ी में सोमवार को देहरादून में राजस्व एवं कृषि विभाग के अधिकारियों व कर्मचारियों को प्रशिक्षण दिया गया। बताया गया कि योजना के तहत प्रथम चरण में प्रधानमंत्री किसान सम्मान निधि के लाभार्थियों की फार्मर रजिस्ट्री तैयार की जाएगी, ताकि योजना की आगामी किस्त के भुगतान पर किसी प्रकार का कोई प्रभाव न पड़े।
रिंग रोड स्थित होटल पर्ल एवेन्यू में आयोजित प्रशिक्षण कार्यक्रम का उद्घाटन राजस्व सचिव डा एसएन पांडेय ने दीप प्रज्ज्वलित कर किया। इस अवसर पर एग्रीस्टैक के प्रतिनिधियों चिन्मय मेहता और हर्षद पटेल ने फार्मर रजिस्ट्री के विविध पहुलुओं पर रोशनी डाली। उन्होंने कहा कि सभी किसानों को सरकारी योजनाओं से सीधे जोड़ने और उनकी पहचान को डिजिटल रूप देने के लिए केंद्र सरकार ने फार्मर रजिस्ट्री की शुरुआत की है।
पंजीकरण के बाद किसान को मिलेगी यूनिक डिजिटल पहचान
उन्होंने कहा कि फार्मर रजिस्ट्री एक ऐसा डेटाबेस है, जिसमें किसान पंजीकरण कराकर अपनी डिजिटल पहचान प्राप्त कर सकते हैं। पंजीकरण के बाद किसान को यूनिक डिजिटल पहचान मिलेगी, जिसे फार्मर आइडी कहा जाएगा। 11 अंकों की यह आइडी ई-केवाईसी और फील्ड सत्यापन के पूरा होने के बाद जनरेट होगी। फार्मर रजिस्ट्री के माध्यम से सरकार द्वारा संचालित विभिन्न योजनाओं का पारदर्शी रूप में समयानुसार किसानों को लाभ पहुंचाने में सुविधा होगी।
उन्होंने कहा कि फार्मर रजिस्ट्री के माध्यम से कृषकों की सही जानकारी प्राप्त होने के बाद सरकारी नीतियों के नियोजन व निर्धारण में सरकार को सहायता मिलेगी। कृषकों को आपदा राहत, कृषि सब्सिडी, फसल ऋण एवं विभिन्न बीमा योजनाओं का लाभ प्रदान करने के साथ ही कृषि योजनाओं और किसान कल्याण कार्यक्रमों का विभिन्न स्तरों से अनुश्रवण करने में सहायता मिलेगी।
यह भी जानकारी दी गई कि देहरादून जिले की कालसी तहसील के क्यारी व लाटौ और त्यूनी तहसील के हनोल व कांडा में इस वर्ष अगस्त में पायलट प्रोजेक्ट के तहत फार्मर रजिस्ट्री की शुरुआत की गई। केंद्र सरकार की टीम के सहयोग से वहां प्रायोगिक रूप से 128 किसानों की फार्मर रजिस्ट्री तैयार की जा चुकी है। प्रशिक्षण में बताया गया कि अब राज्यभर में राजस्व व कृषि विभाग के कर्मचारी यह कार्य करेंगे।
इसमें कृषि विभाग के कार्मिक रजिस्ट्रेशन अधिकारी और राजस्व विभाग के अधिकारी सत्यापन व अनुमोदन देने का कार्य करेंगे। कार्यक्रम में राजस्व परिषद की आयुक्त एवं सचिव रंजना राजगुरु के अलावा गढ़वाल मंडल के सभी जिलों के एडीएम, एसडीएम, तहसीलदार, मुख्य कृषि अधिकारी उपस्थित रहे।
